Scout councilors tackle social, env’tal concerns

As part of their training for leadership and socio-civic duties, scout councilors from the city’s public and private secondary schools tackled 28 proposed resolutions and ordinances during the city council session last Monday.

The students were among the 81 boy and girl scouts who took over the city government as Scout Officials for-a-Day (Sofad). They were led by Scout Jemma Sabelo from Easter College High School (ECHS) as congressman, Roald Eras Xavier Bautista from Baguio City High School (BCHS) as mayor, and Loida Faith Dalingay of BCHS as vice mayor.

Other Sofad also sat as councilors, city department and assistant department heads, judges in the municipal and regional trial courts, and officials of some utility institutions.

Included in the matters discussed in the scout council are the monitoring and prohibition of mercury use in gold buying stations, especially in the city market.

Scout councilor Angelica Agnes Acay of Don Bosco High School requested that concerned offices including the  Permits and Licensing Division of the Mayor’s Office educate gold buyers on the ill-effects of mercury on the people’s health, as a requisite before their business permits are approved.

Scout councilor Jean Michael Tejada also of DBHS proposed that big establishments and schools maintain their own materials recovery facility, as Scout councilor Chardin Seguiban of University of Baguio High School urged that trash bins be installed along Session Road, Burnham Park, and tourist spots.

Scout councilor Khrisna Lobchoy of ECHS requested for waiting sheds where  it is needed, and streetlights for general safety.

Scout councilor Alexandra Krisha Danielle Tagorda of UB Science HS  wanted to try out the infrared garbage proximity de-clogging sensor in city roads, a thesis produced by students of her school.

The active promotion of proper garbage and sewage disposal in the academe and government offices, and strict implementation of traffic and transportation ordinances were the concerns of Scout councilor Princess Jun Abata of Saint Louis HS.

Scout councilor Brevard Josh Nawen of ECHS also wanted drivers to undergo trainings before practicing their occupation; for the Anti-Mendicancy Law be strictly implemented; and that bars be relocated at least 500 meters away from schools.

SC Robert Sabelo of ECHS urged that all offices implement the Magna Carta for Persons with Disability, while SC Ronald Ivan Valdez of ECHS urged for a sports program for public and private high schools, with funds for sports competition winners from the city.

Acay has also proposed for a code of conduct for sports.

For the safety of students, Scout councilor Angel Bumangil of Pines City NHS requested presence of uniformed policemen in school and for immediate mobilization of barangay tanods during emergency situations.

Scout councilor Arvin Chua of Magsaysay NHS asked that access of children to firecrackers be prohibited. Andrei Kian Tan of PCNHS urged for closer coordination of Baguio Water District projects and Valerie Ann Lee of UBSHS urged for self-defense education in the schools.

Other proposals were also considered, with most approved and some disapproved during the session.

Scout council secretary Noelle Antoinette Estantino of Mary Immaculate School and assistant scout council secretary Jaimie Pedro of Fort Del Pilar ES assisted during the council session.
