NEDA-CAR reports growth on support to quest for autonomy

The National Economic Development Authority Cordillera reported a sustained growth in local and national support to the region’s quest for autonomy.

In the joint meeting of the Regional Peace and Order Council and Regional Development Council meeting last December, NEDA-CAR Director Milagros A. Rimando said 2018 saw the increase in support of various national partners to the region’s advocacy for autonomy.

She said over 4,000 stakeholders were engaged in the 13 major activities conducted as part of the agency’s alliance building.

The Office of the Presidential Adviser on the Peace Process sustained its support to the region’s quest by partnering with the Institute for Autonomy and Governance (IAG) and organized a congressional forum on Cordillera autonomy and federalism on Jan. 17, 2018.

After the forum, Sen. Juan Miguel Zubiri filed Senate Bill 1678 as counterpart to House Bill 5343.

The Opapp, IAG, and NEDA-CAR also organized the Feb. 15, 2018 Cordillera and Bangsamoro autonomy advocates’ meeting in Baguio City. She said this resulted in positive insights on the region’s clamor for self-governance.

In supporting autonomy in the Cordillera, Rimando said President Rodrigo Duterte appointed two Cordillerans, Dr. Virgilio Bautista and lawyer Lawrence Wacnang, in the Constitutional Commission to review the 1987 Constitution and draft the federal charter.

Cordillera congressmen also organized public consultations in their respective provinces.

On Aug. 14, 2018, during the initial hearing on HB 5343, Rimando said Mindanao lawmakers declared their support for the immediate passage of the proposal in the Lower House.

The Presidential Legislative Liaison Office through Sec. Adelino Sitoy, Usec. Ryan Esteves and Asec. Orville Balitoc also committed their support for the issuance of a certification that the pending autonomy bill is an urgent administrative measure in both chambers of Congress.
