Palace official says autonomy is achievable under Duterte

The road to autonomy is easier under the Duterte administration, an official of the Presidential Legislative Liaison Office (PLLO) said. 

Speaking before over a hundred guests during the culmination of Indigenous Peoples Month, Tuesday, PLLO Asec. Orville Ballitoc said autonomy for the Cordillera is next on the legislative mill.

He said the PLLO, Office of the Presidential Adviser on the Peace Process, the Cordillera Development Council, and the Institute for Autonomy and Governance are working together to ensure that the quest for autonomy in the Cordillera will get the same attention as that of the Autonomous Region of Muslim Mindanao.

“The Indigenous Peoples Rights Act was the first step in recognizing the rights of IP, autonomy should be next for CAR,” Ballitoc said, but admits that the challenge for the Cordillera is to have enough votes in order for the Organic Act to be approved and reach the President for his signature.

Senators Migs Zubiri, JV Ejercito, Koko Pimentel, and Bam Aquino are among the senators who sponsored bills creating an autonomous Cordillera region but said proposals did not take from deliberations at the committee levels.

At the House, all congressmen in the Cordillera have sponsored the bill, but according to Baguio City Mayor Mauricio Domogan, no one from the proponents has been following up the proposal’s progress.

Domogan is an advocate of autonomy in the Cordillera, saying it is the way to strengthen Cordillera identity, without stripping the region of the benefits already being given by the national government.
