Ex-soldier arrested for rape

Apayao’s top most wanted, a former member of the Philippine Army, who is wanted for rape was arrested by government forces in Caloocan City on July 2.

Joint personnel of Regional Intelligence Unit-14 and Conner Municipal Police Station together with Caloocan City Police District arrested Vicente Licayo at the Morning Breeze Subdivision, Barangay 84.

Police Regional Office-Cordillera reported that Licayo was charged for rape in relation to Republic Act 7610 or the Anti-Child Abuse Law. Judge Quirino Andaya of the 2nd Judicial Region, Branch 26 of Apayao issued his arrest warrant.

A reward of P90,000 was set by the Department of Interior and Local Government Unit for the arrest of Licayo, who has been the top most wanted person of Apayao since 2015.

Police reported that Licayo was employed as a caretaker in one of the apartments in Caloocan, where he was then spotted at a convenience store in Sangandaan on the night of June 29, which prompted authorities to investigate further leading to his arrest.
