DPWH assures all nat’l roads in CAR will be paved in 2017

The Department of Public Works and Highways assured the completion of the remaining unpaved national roads in the region within the year.

DPWH-Cordillera Director Nerie Bueno said the agency was not able to meet its target to pave 1,931 kilometers of national roads, which it set to accomplish in compliance with the former administration’s bid to pave all national roads all over the country by 2016.

Out of the 1,931 kms. of national roads in the Cordillera, Bueno said the DPWH was able to pave 1,761 kms., which is equivalent to a 91 percent accomplishment rate.

Among the factors that contributed in the agency’s failure to meet its target are road-right-of-way problems, geographical challenges, and upgrading of local roads, which added to the length of national roads.

Local government units move for the conversion of provincial, municipal, or city roads to national roads because some LGUs are hard up in providing funds for the maintenance of roads under their jurisdiction.

The national government allocates funds for the maintenance of national roads.

Bueno said that because of the upgrading of local roads over the past six years from 2010, the length of national roads expanded to 2,247 kms. as of 2016.

She said that the 485 kms. of additional national road length are assured of funds until 2018.

“We have proposed the budget for the additional length of national roads and we assure that these will be paved,” she said.

The DPWH has also bid for the conversion of all temporary bridges in the region into permanent ones.

“This means that the bailey bridges and wooden bridges all over the region will become concrete,” she said.

The region has 320 bridges, 56 of which are temporary.

Aside from the conversion of the 56 temporary bridges to permanent bridges, the DPWH constructed 15 new bridges, most of which are located along the Apayao Ilocos-Norte Road.
