Bontoc is lone town in MP to get performance-based bonus

BONTOC, Mountain Province – The municipality of Bontoc is the only local government unit in Mountain Province and among the only four municipal local government units in the Cordillera that was granted the Performance-based Bonus (PBB) by the national government.

Bontoc passed the required standards set for LGUs to become eligible of the PBB for 2019, with officials and employees receiving their PBB on June 30.

Department of the Interior and Local Government-Department of Budget and Management Joint Memorandum Circular 2019-01 provides that the amount received by the employees depended on the Office Performance Commitment and Review accomplishment rating for the past two rating periods in 2019.

Vivian Suansing, assistant director of the Bureau of Local Government Supervision and chairperson of technical working group for the PPB for LGUs, issued a memorandum on June 3 informing DILG Regional Director Marlo Iringan that Bontoc, Mountain Province; Kibungan, Benguet; and Lamut and Asipulo in Ifugao are eligible for the PBB for 2019.

Bontoc Mayor Franklin Odsey said the accomplishment is the result of collaborative efforts of municipal departments and stakeholders in the delivery of public service.

He hopes the PBB will serve as an inspiration and a challenge to their officials and employees to further strive for excellence.

Municipal Budget Officer Aida Lingbanan said the municipal government submitted a letter of intent last year to the DILG for the grant of PBB to the officials this year for meeting the standards set by the national government.

Bontoc is a Seal of Good Local Governance awardee, passing the seven areas – financial administration, disaster preparedness, social protection, peace and order; business-friendliness and competitiveness, environmental management, and tourism, culture and the arts.

It passed the test of good governance for three consecutive years from 2017 and is the lone awardee in Mountain Province in 2018 and 2019.

The LGU also submitted the Certificate of Compliance for the Anti-Red Tape Act; has fully functional strategic management system as required by the Civil Service Commission; and satisfied the requirements of the Commission on Audit.

Lingbanan said Bontoc also did not only pass the prescribed regulatory requirements but also met the expectations of the public through efficient and effective implementation of programs, projects, and activities.

The PBB is a top-up bonus given to employees based on their performance and contributions to the accomplishment of their department’s overall targets and commitments. It was introduced by the Aquino Administration in 2012 to reward and encourage exemplary performance among public servants in the government. It is different from existing bonuses in government which are given to employees across the board, regardless of their performance such as the mid-year and yearend bonuses, and collective negotiation agreement bonus.
