Mountain Province conducts summit on youth dev’t plan

BONTOC, Mountain Province – Members of the Provincial Federation of Youth councils together with the Local Youth Development Officers (LYDO) participated in a two-day summit to formulate the local youth development plan in the municipalities.

Provincial Social Welfare and Development Officer (PSWDO) Rosalinda T. Belagan said the activity is in compliance with Republic Act 10742 or the Sangguninang Kabataan Reform Act of 2015.

Belagan said the president and vice president of the Provincial Federation of Youth Councils in cooperation with the PSWDO have earlier crafted the Provincial Youth Development Plan.

She said that the plan will be presented to the LYDOs and from there, they will also craft their respective youth development plans in the municipal level based on the provincial plan.
The plan in the municipal level will then be the basis of the development plan in the barangay level.

The youth development plan in the provincial level is aligned with the Philippine Youth Development Plan (PYDP) for 2017 to 2022.

The PYDP 2017-2022 have nine centers of participation that will serve as guidelines for a unified action among the youth and will become the basis in providing policies and programs for their development and participation in nation building.

Belagan said that the youth leaders were given an important task to participate in the nine centers namely health, education, economic empowerment, social inclusion and equity, peace-building and security, governance, active citizenship, environment, and global mobility.

She added that the members of the youth council will be tasked to monitor and implement the programs and projects under the youth development plan.

Jazzel-Mae P. Masidong, president of the Provincial Federation of Youth Councils, asked for everyone’s commitment, saying that each of the nine centers of participation in the youth development program for the provincial level covers a wide context.

Vice Governor Francis O. Tauli, who joined the young leaders, solicited their utmost cooperation in nation building through active participation in crafting the development plan because they are the front liners in promoting development for their fellow youths.

“This is your chance to participate in governance processes. You must seize this opportunity to lead your fellow youths and advocate for youth empowerment,” Tauli said.

He also counseled them to make a difference since the national government will be giving them a huge task that is different from the usual frame as its partners for change.

Tauli also brought out the issue on teenage pregnancy and asked for their involvement in addressing the issue.

The Philippine National Police joined the summit to discuss on one of the flagship programs of the Duterte administration, which is the fight against illegal drugs and criminalities.

Supt. Lauro A. Escobar, head of the Mountain Province Provincial Police Office, presented the national and local anti-illegal drug situation and discussed the important roles of the SK as members of the Barangay Anti-Drug Abuse Council.

He said that leaders have important role to play in the campaign. One is by engaging their fellow youths in activities or programs so they will not be lured into using illegal drugs, violence, and other risky behaviors.
