Itogon LGU reply to water and garbage burning issues
ITOGON LGU, Itogon, Benguet

This is in response to the letter of a family seeking payment from the Itogon local government unit for the alleged drawing of water from their land.

We have been continuously dealing with the representative of the family for possible solutions on this matter. But first, we have to investigate on their claim.

As per site inspection conducted and based on available sketch plan on record, it was noticed that the tie line of the lot was not fixed from an established tie point or reference point by the Bureau of Lands of the Department of Environment and Natural Resources. Hence, it could not be ascertained if the said water source is really within their claim.

Records also show that the family has no title yet over the said parcel of land, but was covered only by a tax declaration. Likewise, further verification reveals that the said parcel of land is not included in the approved cadastral survey of the municipality, hence, it is within the unclassified public forest/timberland and it is outside alienable and disposable (A&D) lands.

Therefore, we will be violating laws as well as Commission on Audit rules and regulations if we pay water coming from a public land.

As to their claim that someone dumped and burned garbage on their land, there were reports received by the LGU that passers-by just dumped garbage along our roads. Hence, we encourage our constituents to be vigilant and to immediately report such acts and if possible make necessary measures to stop them from doing so.

Responsible waste management should be everyone’s concern.
