Kalinga LGUs pass POC performance audit

TABUK CITY, Kalinga – The peace and order councils of the eight municipalities of the province, including this city recently passed provincial Peace and Order Council (POC) performance audit.

Engr. Max Mayer Adong, provincial Department of the Interior Local Government director, whose office spearheaded the audit, said the team looked on five pillars to check the local government units’ compliance on the performance assessment profile matrix.

These are organization (10 percent); meetings (20 percent); policies, plan, and budget (25 percent); reports (40 percent); and innovations (five percent).

Adong said all  LGUs got perfect score on pillar 3 – policies, plans, and budget.

Tanudan got the  highest percentage score of 82.06 percent followed by Tabuk City, with  82.00 percent; Lubuagan, 77.74 percent; Tinglayan, 77.14 percent; Balbalan,75.57 percent; Rizal,74.84 percent; Pinukpuk, 69.53 percent, and  Pasil with 68.60 percent.

Pasil and Pinukpuk failed in innovations and meetings, but they attained more than the overall passing score of 50 percent. 

Adong said the provincial assessment will be validated by the regional POC assessment team.

Adong said that a POC is eligible for awards if it garners an overall percentage score of 60 percent. However, it should not have a score lower than 50 percent in any of the five pillars.

The assessment team was composed of the DILG, Philippine National Police, Philippine Drug Enforcement Agency, a representative from one civil society organization and a member of the Provincial Peace and Order Council.
