Top wanted fugitive, 3 others caught in series of operations

A fugitive, who went hiding for 13 years, was finally caught by authorities in his residence at Sitio Tatakkan, Lower Lubo, Tanudan, Kalinga.

Joint operatives of the Police Regional Officer-Cordillera caught Paul Bullayao Dillaga but not without giving a fight after engaging the police in a gun battle.

Police Cordillera Regional Office Supt. Pelita Tacio reported that Dillaga, who has a P90,000 bounty on his head, was put under a series of surveillance until he was spotted in his own residence.

Immediately, the operating units assaulted the house but the suspect fired upon the operating units hitting Insp. Faustino Lang-akhan and until his firearm malfunctioned. Police operatives grabbed his firearm and arrested him and whisked him from the area, where his relatives are residing as well.

Confiscated from Dillaga are one grand rifle caliber 30 with empty shell and with inserted clip of magazine containing seven live ammunition and another one clip of magazine containing 11 live ammunition.

Dillaga, 35, is the leader of the Dillaga Group which is engaged in gun-for-hire and operates in the Cordillera and nearby provinces.

Records showed he was charged with two counts of murder with no bail recommended; frustrated murder with a recommended bail bond of P200,000; and frustrated homicide with a recommended bail bond of P24,000. Another case for violation of Republic Act 10591 or the Comprehensive Firearms and Ammunition Regulation Act and frustrated murder is being filed against him.

Dillaga was arrested at Barangay Outlook, Baguio on Dec. 22, 2002 for robbery with violence.

However, he escaped from Kalinga Provincial Jail on Feb. 11, 2005 that resulted in the wounding of a jail guard and a trustee prisoner.

Three other top most wanted persons were also arrested in various parts of the region last week.

A former PNP member identified as 34-years old Yure Jason Smith Afos, Abra’s number one  TMWP was arrested in his residence in San Roque, Antipolo, Rizal on  Dec. 5 for robbery hold-up with multiple homicide without bail.

Also arrested is Baguio’s top four TMWP namely Darwin Cajigan Pinasig, 27, and resident of Irisan, Baguio.

He was captured in Makati City on Dec. 2 for two counts of rape with no recommended bail.

In the station level, the listed number seven and eight TMWP for 2018 and number two and four TMWP of 2017 identified as 32 years old Rex Pingi Dupla was arrested in his residence at Eastern Buyagan Poblacion, La Trinidad, Benguet on Dec. 4 for violation of Republic Act 9262 or the Anti-violence Against Women and their Children Act.
