The memorandum provides that the LGU will organize and conduct bloodletting activities and deposit to the PRC blood bank for the consumption of all patients referred by the LGU needing blood transfusion.

“The PRC has blood service facilities all over the country. If patients referred by the LGU is admitted outside the province, the PRC Ifugao chapter can help refer patients to obtain blood from any blood service facilities  nationwide free of charge,” the MOP added.

The LGU shall also require the patient or relative to accomplish the pledge of commitment contained in the blood Samaritan referral form to help the PRC sustain the program by promoting it or otherwise providing support either directly or indirectly through blood donation or whenever they are financially capable or able to solicit sponsors in the future to provide more funds for the program.

The agreement shall be a continuous commitment and partnership by and between the PRC and LGU Alfonso Lista in support to the humanitarian services of both parties in the community. They, however, may terminate the agreement in writing at least 30 days prior to the date of termination.
