Baguio’s bar topnotcher appointed as OIC of DBM
by Harley F. Palangchao

Baguio’s Janet Abuel, who topped the Bar in 1998, has been named by President Rodrigo Duterte as officer-in-charge of the Department of Budget Management.

Abuel’s appointment came after former Budget secretary Benjamin Diokno was appointed by Malacañang as the new governor of the Bangko Sentral ng Pilipinas to occupy the unexpired term of the late BSP governor Nestor Espenilla, Jr. until July 2023.

Abuel, who has been with the DBM for more than 20 years now, has rose from the ranks – from a budget and management analyst in 1996 to director IV in 1999. She was with DBM-Cordillera when news broke that a Bar taker from the Baguio Colleges Foundation (now University of the Cordilleras) topped the 1998 Bar examinations with a 91.80 percent rating.

Diokno said Abuel is capable to lead the department, owing to her track record in public financial management.

She once served as director of DBM-Region 1 for 10 years before she was promoted to assistant secretary in 2012 then as undersecretary.

As undersecretary, she was designated to head the establishment of the Office of the Comptroller General, and oversee the Bureau in charge of policy formulation and concerns of local government units and other local and regional concerns, and supervise the DBM regional offices.

Abuel also represented the Philippines mostly as presenter in various trainings, seminars and activities held in the country and abroad, particularly in Washington D.C., U.S.A.; Mexico City, Mexico; Bangkok, Thailand; Seoul, South Korea; London, England; Beijing, China; Singapore; and Kathmandu, Nepal.

As a lawyer, Abuel had shared her legal knowledge by teaching Law and as a Bar reviewer in Bar Review Methods and Techniques, both for about 11 years until 2010. She also authored the handbook, Bar Review Methods and Techniques, 2003 edition.
