Tuba asks full closure of Irisan ‘dumpsite’

The Sangguniang Panlalawigan of Benguet is supporting the local government of Tuba in its request for the City of Baguio to discontinue using the Irisan controlled dump facility.

Board Member Nestor Fongwan Jr., chair of the committee on environment and natural resources, has moved for the support of the provincial board to the resolution.

In an earlier resolution, the Sangguniang Bayan of Tuba said the city of Baguio continues to use the former open dumpsite as proven by the foul smell emanating from the site and the leacheate flowing from the area.

“The court granted the Writ of Kalikasan and a writ of continuing mandamus against the city government on Aug. 10, 2012 wherein the present city officials and all those who may succeed them shall cease and desist from using the same as an open or controlled dump facility or as a holding and/or staging area and/or for any kind of garbage-related activity,” the resolution reads.

The resolution added that during the joint inspection on April 11, 2018, the sangguniang bayan observed the continued dumping of biodegradable and non-biodegradable waste by the city in the area and the leachate from the environmental recycling system was visibly flowing directly to the drainage canal.

Also, the municipal council refuted the claims of the city government that the foul smell was from nearby piggeries.

“The familiar odor of pig waste is significantly different from the smell of the leachate,” the municipal council said. 

“There seem to be a blatant violation of the Writ of Kalikasan. The City of Baguio, through the employees present in the inspection, claimed that the court allowed the local government of Baguio to operate despite the Writ of Kalikasan,” the resolution added.

On Dec. 30, 2016, residents of Sitio Sinco, Tadiangan, Tuba wrote Punong Barangay Steward Batuna informing him of the foul smell and leachate flowing to the canal at Km. 6, Asin Road.

On Jan. 3, 2017, Barangay Tadiangan brought up the matter to the Municipal Environment and Natural Resources Office, Office of Councilor Elaine Sembrano, chair of the city council committee on environment, then General Services Officer Romeo Concio, and Environment Management Bureau-Cordillera Director Reynaldo Digamo.

A joint inspection report on Jan. 10, 2017 was then submitted to Concio citing the indiscriminate dumping of solid waste by some junkshop owners, effluent of waste water as a result of washing of the working area and washing of garbage trucks which flows to the drainage canal that caused the foul smell.

Copies of the resolution were forwarded to the offices of Benguet Rep. Ronald Cosalan, provincial board, the Governor, and the Department of the Environment and Natural Resources-CAR.
