Close to 2,300 outlaws arrested in CAR in 2017

Close to 2,300 wanted persons, including one with a P4.8-million bounty were arrested in  a string of police operations in the Cordillera in 2017.

This, even as Police Regional Office-Cordillera reported that it lowered the crime volume by 35.41 percent in the same year from 12,964 crime incidents in 2016 to 8,374 in 2017.

Baguio City Police Office under S/Supt. Ramil Saculles recorded the highest number of arrests with 857 followed by Benguet Police Provincial Office once led by S/Supt. Florante Camuyot with 413.

The Abra police collared 224 followed by Kalinga police with 204 arrests while Ifugao and Apayao had 191 and 86 arrests, respectively. The Mountain Province police had the least number of arrested wanted persons with 79.

Cordillera police reported that 239 of the arrested persons were labeled as top most wanted persons (TWMP), 10 of them are TMWP in the regional level while 66 are in the provincial level while 163 are most wanted in the city or municipal level.

Among the most wanted persons nabbed was Willy Sagasag, who police claimed is the head of the military affairs of the Communist Party of the Philippines and its armed wing New Peoples Army. The government will reward P600,000 to those behind his arrest.

Also arrested was Prudencio Cortez with a reward of P4.8M and Bernard Wacoy with P90,000 for his arrest.

C/Supt. Elmo Francis Sarona, Cordillera police director, reported the arrest of these persons also greatly helped in lowering of the total regional crime volume in 2017.

Based on records from the various city, municipal, and provincial police commands, index crimes decreased by 58.10 percent compared to 2016. Index crimes refer to heinous crimes such as murder, homicide, rape, large-scale illegal recruitment, and robbery, among others.

Records also show that non-index crimes, which refer to petty crimes such as physical injury and theft, among others, dropped by 25.3 percent.

The crime solution efficiency also increased to 12.6 percent in 2017, as almost more than 70 percent of the crime incidents recorded last year were attended to by law enforcers compared to 57 percent in 2016.

“The notable decrease in crime volume and increase in crime solution efficiency are attributed to the strict and religious implementation of Project Double Barrel and the execution of programs to preempt focus crimes and motor-vehicle riding criminals,” Cordillera police command said in a statement.
