House votes 225–0 for BLISTT agency

It’s just a matter of time before an office is created to oversee the implementation of the development framework designed for Baguio, La Trinidad, Itogon, Sablan, Tuba, and Tublay.

Baguio Rep. Mark Go reported last week that the House of Representatives voting 225-0 has approved on third and final reading House Bill 6974 which seeks to establish the BLISTT Development Authority.

The BLISTT Development Authority (BLISTTDA) is crucial for the continued growth of Baguio and outlying towns of La Trinidad, Itogon, Sablan, Tuba, and Tublay, as the body will perform planning, monitoring, and coordinative functions while exercising regulatory and supervisory authority over the delivery of area-wide services within the city and the five municipalities.

The proposed agency will focus on urban renewal, land use planning, and housing and shelter formulation; transport and traffic management; solid waste disposal and management; flood control and sewerage management; water resource system; health and sanitation; pollution control; and public safety and order.

“Once enacted into law, The BLISTT Development Authority will be a government entity endowed with corporate powers that will be responsible for planning and implementing basic area-wide services without diminution of the autonomy of the LGUs concerning purely local matters,” said Go, who is the principal author of the bill that was proposed in the past but has not passed Congress.

“Its establishment will proffer a road map to achieve a sustainable social and economic growth for the interest and benefit of the people. I fervently hope that this would be passed into law for this will be a milestone for the Cordillerans,” Go added.

The Baguio solon said concerned agencies, offices, and other stakeholders must continue to initiate a more holistic approach in targeting what is needed to be done not only for Baguio but also for the Benguet outlying towns.

One of the major infrastructures that would benefit the BLISTT areas is the completion of the BLISTT circumferential road that was pegged at P2.6 billion in 2016.

Benguet Rep. Ronald Cosalan earlier announced the release of P450 million for the BLISTT outer ring section.

The proposed BLISTT outer ring route will start from Marcos Highway in Tuba to Taloy Norte and Nangalisan (Tuba) to Monglo, Pappa, and Bagong (Sablan) to Alno (La Trinidad) to Tublay via Ambonglodan to Daclan, Ambassador, and Labey then Itogon via Ambuklao to Gusset, Binga, Dalupirip, and Twin River and winds up in Kias, Baguio.
