1st Thursday is car–free day w/in LT town hall
by Ofelia C. Empian

A carless day is set every first Thursday of each month within the premises of the town hall in La Trinidad, Benguet in line with its advocacy of achieving a pollution-free town.

In an executive order, Mayor Romeo Salda said the rule shall apply to all privately owned and operated vehicles and motorcycles intending to enter, park or traverse the premises of the municipal building.

The area includes the entrance to the municipal premises, the municipal police parking area, the municipal parking areas and the gymnasium parking area. The La Trinidad Vegetable Trading Post road is not covered by the order.

“The declaration of a car-free day is in support of the reduction of emissions coming from motor vehicles and as a part of creating public awareness on environmental protection and a healthy lifestyle,” Salda stated.

The mayor said those exempted from the rule are government vehicles and private vehicles used by persons with disabilities and senior citizens.

During the designated car-free day, no private vehicle shall be allowed to pass or enter within the town hall premises from 6 a.m. to 6 p.m. Also, private vehicles are not allowed to remain parked within the area during the day.

“No municipal government employee or official shall use their respective private motor vehicles/motorcycles during the covered period and are instead directed to walk, use public transportation or use alternative non-motorized forms of transportation,” the order stated.

Further, residents are encouraged to observe the designated car-free day and to walk, use non-motorized forms of transportation, or use public transport.

Government employees and officials who violate the order shall be “dealt with in accordance with civil service rules and other administrative regulations.”

“The barangays are encouraged to adopt every Thursday of the first week of each month as a car-free day in their jurisdiction and over their employees and officials in order to coincide with the observance of the car-free day by the municipal government,” the order added.

The order, issued on April 5, was based on the Baguio City, La Trinidad, Itogon, Sablan, Tuba and Tublay Airshed Governing Board Resolution 23 requesting all local chief executives and other stakeholders of BLISTT to declare a car-free day every month in their respective areas.
