P350 M sanitary landfill to be constructed in LT

A P350-million worth sanitary landfill is expected to be constructed in La Trinidad, Benguet in the nearest future with the help of Asian Development Bank as its main funding agency.

Mayor Romeo Salda said the municipality is one of the pilot areas in the country for the sanitary landfill project at “Cell 4” at the present municipal landfill in Barangay Alno. He said the sanitary landfill project has a projected lifespan of eight years.

In the project proposal, the facility has a total estimated amount of $7M or P350M. In the financial plan, the ADB will shoulder $4.44M or P220M and the national government will shell out $700,000 or P35M while the La Trinidad government is expected to shoulder the remaining $1.92M or P95M.

Aside from the sanitary landfill, the 7.05-hectare Cell 4 will be “progressively developed” that will include various waste facilities and construction of eight compartments as expansion of the aerated composting facility.

The composting facility will be having equipment such as two skid loaders, two rapid composters, and four shredders.

Also to be constructed is a central material recovery facility which will operate four multi-shredder and 11 barangay level MRFs, accompanied by a multi-use shredder that each has semi-automated equipment with two eco-compost receptacle systems.

The central MRF will also process municipal solid wastes from the five urban barangays directed to the Alno sanitary landfill.

An all-weather access road spanning 750 meters and at least four meters wide  leading to the Alno sanitary landfill site will be constructed.  

Also included in the proposed project is the acquisition of 10 mini dump trucks, each with a capacity to hold five metric tons and a bigger dump truck capable of carrying eight metric tons of garbage.

These will replace the “aging fleet” of dump and compaction trucks of the municipality. Along with this is the purchase of 500 pieces of 120-liter capacity composting bins that will be  distributed to barangays with limited space for composting.

Salda said they are currently negotiating with the ADB if they could lessen their counterpart or make it equity-free for the municipality.

In any case, he said they would provide funding for the project from their supplemental budget in tranches.

He said there is an ongoing information education campaign with the Alno community along with the ADB staff, Municipal Environment and Natural Resources Office, barangay officials of Alno and its council of elders, and the National Commission on Indigenous Peoples regarding the proposed project, which is seen to ease the garbage woes of the capital town.

Once finalized, the project will need the approval of the sangguniang bayan before its implementation under the Mayor’s Office.
