Outstanding Ibaloy officer promoted to PNP general

A police officer, who spent most of his career in various units in the Cordillera and a national awardee for outstanding Police Community Relations (PCR), has been promoted to a rank of chief superintendent (one-star) by Police Director General Ronald Dela Rosa on July 5.

C/Supt. Joseph Cagayan Adnol is the latest Cordilleran to join the ranks of elite police officers from the region. A member of the Philippine National Police Academy Class of 1985, Adnol will retire in February 2019.

He is the first PNP general who hails from Atok, Benguet and Bauko, Mountain Province.

Adnol, a two-time PNPA Lakan awardee as an outstanding alumnus, is the current acting Deputy Regional Director for Administration of Police Regional Office-10. Before that, he was the chief of the Plans Division of the Directorate for Police Community Relations in Camp Crame.

The Igorot police officer, who has served the Cordillera for more than two decades, was responsible for the many programs and projects that improved police and public relations in the highlands.

This made him a two-time national senior Police Community Relations Officer of the Year awardee in 2005 and 2007.

Also in 2007, he was one of the four commissioned police officers who were conferred the Country’s Outstanding Police Officers in Service by the Metrobank Foundation Inc. and the Philippine National Police. The awardees are described as “policemen and women who stand apart from the rest, following their personal values and beliefs to serve the communities they are assigned to – proving to all and sundry that a few rotten eggs do not make the whole basket useless.”

During his stint with the Police Regional Office-Cordillera, he was also awarded for making the Regional Investigation and Detective Management Division the best in the country for its innovation in the identification and arrest of wanted criminals in the region.

In his 32 years in the police service, Adnol has reaped over 200 medals, awards, and commendations from the government and private sector.

He also maintained an average of 93 percent performance evaluation rating as a senior police officer from 2011 to 2016.

Adnol, son of retired public school teachers Leoncio and Erlinda, finished his elementary and secondary education at Boklaoan Elementary School and St. Teresitas High School, both in Kapangan, respectively.

He finished his Bachelor of Science in Criminology at the University of Baguio before he decided to take up the PNPA entrance examination. He also completed his Masters in Public Administration at the University of the Cordilleras.

Adnol is married to Bable Ged-ang-Adnol and has two daughters, Jomarie, 34, and Erlin Rose, 7.
