Relief of traffic cop irks leaders, citizens

A letter to Philippine National Police Director General Ronald Dela Rosa questioning the transfer of Baguio traffic police SPO3 Alberto Tadeo has been withheld.

Mayor Mauricio Domogan said Tuesday the letter has already been drafted but he is giving the Police Regional Office-Cordillera a chance to explain its side on the relief of the one of the most dependable policemen in Baguio.

Tadeo took the headlines after he was ordered to transfer to Apayao – an area where traffic is not even a concern, after flagging down on Dec. 19 along Magsaysay Road, a private vehicle driven by a fellow policeman, who happens to be the driver of a police colonel, assigned at Camp Dangwa.

The police colonel was later identified as S/Supt. Gregorio Lim, the deputy regional director for administration.

Tadeo did not issue a citation ticket to the driver for violating the Number Coding Ordinance but reminded the driver to follow traffic rules and regulations.

Tadeo later received an order for him to report to Apayao.

Domogan said Tadeo did not tell anyone about his transfer to Apayao in an apparent display of professionalism that reassignment is part of the routine in the PNP.

Domogan met Tadeo and Baguio City Police Office Acting Director S/Supt. Ramil Saculles on Wednesday at City Hall but scant details are available about what was agreed upon in that meeting.

At the city council, Councilor Edgar Avila filed a proposed resolution declaring Lim persona non grata for abuse of power.

All members of the city council co-authored the resolution, which questioned the timing of Tadeo’s transfer, which was made during the influx of tourists, and when dependable traffic police like Tadeo are badly needed.

The Traffic and Transportation Management Committee also expressed disappointment over the transfer of Tadeo. TTMC said Tadeo has been consistent in strictly implementing traffic rules and regulations.

It was not immediately known as of press time, as to when the meeting among concerned parties will take place.

In its press released issued Friday, Cordillera police said “the relief of Tadeo from the Traffic Management Office of BCPO is a matter of sanction in line with the PNP’s internal disciplinary policy of imposing appropriate disciplinary action to erring personnel and in order for him not to interfere and influence the conduct of investigation.”

This means that Tadeo is being investigated for his supposed side comments against the driver and security of Lim after he flagged down the vehicle for some traffic violations.

What prompted the transfer of Tadeo was his supposed comment, which according to sources, is for members of the PNP to take the lead in following traffic rules and regulations like the Coding Ordinance.
