The Mountain Province Provincial Environment and Natural Resources Office has presented its 10-point agenda under the leadership of Environment Sec. Roy Cimatu in relation to the situations in the province.

Engr. Ernesto M. Anton, Provincial ENR officer, said clean air is not a major concern in Mountain Province because there are only few mobile sources of air pollution in the locality.

While scaling up of coastal and marine ecosystems does not apply in Mountain Province, Anton said people in the uplands can contribute to the pollution of the marine ecosystems if they will not properly dispose their thrash and protect the forests.

With regards to clean water, the practice of the households along the Chico River of draining their waste water from their toilets, businesses, piggeries into the Chico River is compromising the river quality.

Piggery owners were advised to have a septic tank because, if unchecked, the coliform level of Chico River may increase.

Solid waste management is a problem in Bontoc, as the town’s dumpsite is not managed well and may be ordered for closure.

The residents need to support the LGUs by segregating at source and maintaining compost pits to reduce the biodegradable wastes brought to the dumping area.

Anton said in the last dry season, Mountain Province became the forest fire capital, laying to waste the investments and labor on the planted trees in the province as part of the Enhanced National Greening Program.

Fire prevention remains the safest measure, because the lives of the staff, police, or community members may be put at risk if they go out to the mountains to suppress major forest fires.

On intensifying forest protection and anti-illegal activities, the DENR is looking into the possibility of legalizing the harvesting of lumber in Mountain Province.

The DENR recognizes the batangan sustainable forest management practices, but the implementing rules are still being established.

It is claimed that there are several plantations in Mountain Province, but these were not registered, therefore the DENR cannot issue cutting permits.

For enhanced biodiversity conservation, Mount Data and Mount Kalawitan are mossy forests and are the watersheds of the Chico River.

Aton said that the introduction of conservation farming to the farmers may help ease the pressure of commercial gardening on the environment.

On the improved land administration and management, the Lands Management Section is providing free assistance to the public in the conduct of survey for the accomplishment of targets in titling to be attained.

Aton said that when he went to Mainit, Bontoc a woman accused him of depriving them of their source of food by prohibiting the operation of mining. He said those operating the mines have to legalize their operations by applying for a minahang bayan and follow responsible mining practices including the establishment of tillage ponds to avoid damage in the downstream areas.
