Benguet has 30 teams monitoring CHARMP
by Janice B. Agrifino

To help monitor and evaluate projects funded under the Second Cordillera Highland Agricultural Resource Management Project (Charmp 2) barangay planning monitoring and evaluation teams have been created (BPMET) in coverage areas.

The BPMET serves as the watchdog of the barangay and are expected to help ensure accurate, and timely implementation of projects.

In Benguet, 38 BPMETs have been organized and several of them have been formally recognized by the barangay council through resolutions recognizing them as partners in project monitoring.

For old Charmp areas, recognized BPMETs in Benguet are based in Barangay Bagong, Sablan; and barangays Ampusongan, Kayapa, Sinacbat, and Gambang in Bakun.

BPMETs in the scale-up barangays of Pongayan, Kapangan; Pappa, Sablan; and Bagu, Bakun were also recognized.

The resolutions recognize BPMETs as the monitoring arm for programs/projects/activities implemented in their barangays. This means that they are involved in monitoring not only the Scale-Up projects but also other development projects.

The enhanced BPMET will be monitoring all projects and programs set in their community. The local government of Kapangan is also planning to include members of the BPMET in the Municipal Monitoring Team.

Charmp 2 is working on the formal recognition of the remaining 30 BPMETs in the old Charmp 2 barangays in the province. It is also coordinating with the local government units for the creation of BPMETs even in non-Charmp 2 areas.

Charmp 2 also provides trainings and monitoring kits to the BPMETS.
