Dad wants single-use goods listed as unsuitable in env’t

A city councilor wants the National Solid Waste Management Commission (NSWMC) to release or make available the list of non-environmentally acceptable products of packaging (NEAP) and to include in the list single-use plastic products, plastic toys that are easily destroyed, and plastic tools with parts that get easily detached or destroyed.

Councilor Peter Fianza, in a proposed resolution, said based on consultations conducted by various local government units in the passage of their respective plastic regulation or prohibition ordinan-ces, single use plastic products include plastic water bottles made of polyethylene terephthalate (PET), hard plastic bottles used for shampoo or milk made with high density polyethylene (HDPE), grocery bags and food packaging made with HDPE, plastic cutlery made with polystyrene, and plastic drinking straws and stirrers made of polypropylene, among other materials.

Fianza noted that the NEAP list will help LGUs in determining the phase-out period on the use of non-environmentally acceptable packaging or products as directed under Section 30 of Republic Act 9003 or the Ecological Solid Waste Management Act.

According to the resolution, LGUs have passed ordinances regulating plastic usage, but implementation is beset by oppositions because plastic is not included in the NEAP list.

The resolution added that a NEAP list that should have included, at least for now, single use plastic bags, would have been helpful in the reduction of the volume of waste LGUs attend to.

Section 79 of RA 9003 directs the NSWMC to prepare a NEAP list within one year from the effectivity of the law.
