20 of 77 LGUs have approved solid waste management plans
by PIO release

The National Solid Waste Management Commission (NSWMC) approved 20 solid waste management plans (SWMPs) out of the 77 local government units in the Cordillera.

The NSWMC conditionally approved 19 plans, is reviewing 28 plans, and returned 10 plans to the concerned LGUs for revision to conform to the standards on solid waste management.

EMB OIC Director Reynaldo S. Digamo said that the 75 municipalities and two cities initially complied with the provisions of the law but the implementation of the projects is one thing they must contend with as the agency will strictly monitor the implementation of the plans.

Of the 20 approved SWMPs, six are in Abra, seven in Apayao, two in Benguet, Baguio, three in Ifugao, and one in Kalinga.

For the local governments that were issued conditional approval Digamo said there are some minor adjustments to be done by the concerned LGUs to comply with the law while the LGUs whose plans were returned have to incorporate the recommendations of the NSWMC.

Under the law, LGUs must close the operation of their open dump facilities and replace them with environmentally-friendly disposal facilities such as controlled dump sites or engineered sanitary landfills.

Digamo is grateful to local officials for working together in the crafting their 10-year solid waste management plans. LGUs that fail to formulate their SWMPs can be sued before the Ombudsman.

He said that the 10-year grace period for LGUs to comply with the submission of their SWMPs has lapsed over a decade ago.
