Air, water concerns need technology-based solutions

The challenges faced by Baguio in addressing its environmental concerns need technology-based solutions, Mayor Mauricio Domogan said.

Domogan said the challenges in addressing climate change issues could not be remedied by conventional means.

“There is a need to source out solutions, which international experts have volunteered to provide, to revive and revitalize the city’s environment,” Domogan said.

During his State of the City Address, the mayor said networking and partnerships with environment advocates are being firmed up to come up with more studies on how to address the city’s problem on air and water pollution.

He said the results of these initiatives may not be felt immediately, but these will benefit the next generation.  

The University of the Philippines Institute of Environmental Science Management will present within the year a fuel quality and efficiency study and a chemical analysis of air quality monitoring in the city. Information on air pollution levels will also be made known to residents to orient them on the dangers of exposure to pollutants.  

A partnership with a South Korean group and airline firm Air Asia for analysis of the particulate matter of the city’s air will also be established.

Domogan said the city has not been remiss in addressing environmental issues confronting Baguio.

He said measures have been initiated, such as the establishment of tree parks and re-greening activities in coordination with the academe, religious, business and civil society groups, and government offices.

In addition to the existing tree nurseries, a pine seedling nursery is now maintained along Ambuklao Road.

The Roadside Inspection, Testing, and Monitoring Team that implements the city’s anti-smoke belching campaign is regularly on the roads to emphasize that the city government is serious in its drive for lesser emission of harmful carbons.

Air quality monitoring in 19 locations in the city showed that 11 sites have “good” air quality and eight indicated “fair” air quality.  

The City Environment and Parks Management Office (Cepmo) and the Health Services Office were directed to work with barangay officials to determine the extent and regulate and balance livestock production and its impact to the environment, health, and sanitation.”

The possibility of Baguio as a study area for business model assessment of sludge as commercial fertilizer is being studied. The expansion and development of a decentralized waste water treatment plant for the 30-year-old Baguio Sewage Treatment Plan is also the subject of a pre-feasibility study by a private firm.
