Provincial board accredits env’tal group in Kalinga

TABUK CITY, Kalinga – The group behind the filing of a petition for a Writ of Kalikasan against Bontoc, Mountain Province is now an accredited organization of the provincial government.

The Kalinga Anti-Pollution Action Group (Kapag), was recently accredited by the provincial board as a non-government organization.

Kapag was registered with the Securities and Exchange Commission in March 2012 with the objective to “stop any activity that would lead to the pollution and siltation of the Chico River affecting plants and inflicting harm to the health of human and animals in Tabuk Valley.

The group has been instrumental in Court of Appeals’ order to Bontoc, Mountain Province to close its dump site and ordering the latter to rehabilitate it within six months.

The leacheate from the dumpsite is said to be polluting the Chico River that flows to Kalinga down to Cagayan River.

Through Resolution 2013-039, the board said Kapag complied with the requirements of the Local Government Code and other existing laws.

But the board said Kapag’s accreditation is subject to limitations provided for by law and must not abuse its authority.

Vice Gov. Allen Jesse Mangaoang also suggested for the group to include in their objective the protection of all the tributaries of the Chico River such as the Tanudan River, Pasil River, Saltan River of Balbalan, and the Bonog River of Ting-layan.

NGOs and peoples organizations are encouraged to get accreditation from local legislative bodies to qualify as representative in special bodies created by local government units that mandate NGO/PO participation.
