BENECO told to show proof of ownership over DPS property

If Benguet Electric Cooperative believes it owns the lot at DPS Compound where one of its buildings stands, it should be able to show proof of ownership, a former city official said.

Former mayor Mauricio Domogan, who, in April, initiated recovery of property where the Beneco building stands said the power distribution utility firm should be able to justify why it insists to remain at the area.

He said the only document that Beneco is able to show is the memorandum of agreement signed in 1977 between then mayor Luis Lardizabal and Beneco general manager Manuel Gonzales Jr.

Domogan said the MOA clearly states that in due time, Beneco committed to vacate the property.

Domogan said Beneco was allowed to stay at the area for many decades because of the exigency of services it renders.

The power distribution firm’s main office was then at Alapang, La Trinidad, Benguet but it maintained several offices in Baguio, where bulk of its customers are located.

When Beneco was able to complete construction of its headquarters at South Drive several years ago, Domogan said Beneco should now vacate the premises so that the city government will be able to use the property.

Mayor Benjamin Magalong has reminded Beneco about his predecessor’s order but City Administrator Bonifacio dela Peña previously said the city government is open to a dialogue to thresh out the issue.
