Lack of quorum cancels city council session for 2 weeks

The city council has not been meeting for its sessions for two weeks now because of lack of quorum.

City Vice Mayor Edison Bilog, presiding officer of the city council, said two sessions had to be cancelled because the members either arrive late or choose not to attend the sessions anymore, opting to concentrate in their campaign sorties.

One important matter that was supposed to be discussed in one of their sessions is the city government’s request for the Benguet Electric Cooperative to continue managing the city’s streetlights.

The council, which conducts its sessions every Monday at 2 p.m., cancelled its April 29 and May 6 meetings. Its April 22 session on the other hand was cut short.

There should be at least eight members to achieve a quorum.

In its April 22 session, those who arrived at 2 p.m. were councilors Leandro Yangot Jr., Faustino Olowan, Mylen Yaranon, Peter Fianza, Arthur Allad-iw, and Sangguniang Kabataan Federation president Levy Orcales.

Bilog said normally, the city council secretary calls the roll call at exactly 2 p.m. If by that time the required number of members is not met, they wait for 15 more minutes for other members to arrive. A session is cancelled if no quorum is reached after the second roll call.

Councilor Benny Bomogao logged in at 2:23 p.m. and Councilor Michael Lawana logged in at 2:25 p.m. that day.

For its April 29 session, only councilors Fianza, Yangot, and Lilia Fariñas arrived few minutes early than their 2 p.m. session. The rest were either absent or were 20 to 30 minutes late.

Bilog asked for the public’s understanding.

“It does not happen all the time. It is only during the election period. Pukpukan na kasi sa kampanya,” Bilog said and assured that the city council will make up for lost time after the May 13 elections.

He said their absences are deducted against their representation and transportation allowance.

Bilog assured the council will proceed with its session tomorrow, May 6.
