No drug lord, shabu lab in Baguio says police director

“There is no drug lord in Baguio.”

Baguio City Police Officer Director Ramil Saculles reported to Mayor Mauricio Domogan there is no evidence showing that there is a drug lord or clandestine drug laboratory in the country’s Summer Capital.

Saculles reported that the BCPO and the Philippine Drug Enforcement Agency-Cordillera are working closely in clearing all the city’s 128 barangays from illegal drugs.

An indication that no drug lord or clandestine drug laboratory is in Baguio is that BCPO and other law enforcement agencies seized 462.17 grams of shabu and 2,434 grams of marijuana with a combined value of over P1.8 million since the government’s war on drugs was launched in July last year.

Saculles explained that the police and anti-narcotics agents can seize more than P2M worth of shabu in a single operation in areas where drug lords operate.

Since July 2016 to August this year, BCPO has conducted 195 anti-illegal drugs operations, mostly buy-bust and police response to tips from concerned citizens or informants.

Around 39 high value targets were arrested or either killed in legitimate police operations while another 81 street level targets were also arrested.

From the city’s 128 barangays, 122 are drug-cleared while four are unaffected, meaning these barangays have no reported users or pushers. Six other barangays are moderately-affected, according to the BCPO.

The other week, PDEA-CAR reported that the drug-affected barangays in Baguio has been reduced from 17 to six by the Regional Oversight Committee.

Under Dangerous Drugs Board Regulation 3, s. 2017, a barangay must comply with certain conditions to be declared as “drug-cleared.”

Among the parameters are non-availability of drug supply; absence of drug transit/transshipment activity; absence of clandestine drug laboratory, clandestine drug warehouse, clandestine chemical warehouse; absence of marijuana cultivation site; absence of drug den, dive, or resort; and absence of drug pusher, drug user/dependent, protector/coddler, and financier.
