Councilor seeks clarification on excavation at South Drive

City officials do not want that an erosion with the same magnitude as that of a section of Gibraltar Road would happen again prompting one of them to propose a resolution seeking for an inquiry on the excavation at a portion of South Drive.

A proposed resolution submitted to the Office of the City Council Secretary last July 4 by Councilor Michael Lawana is seeking clarification from the Office of the District Engineer, City Buildings and Architecture Office, barangay officials of South Drive, and the contractor regarding the ongoing construction at 32 South Drive.

Lawana said in the initial stages of construction, EBA Construction had removed the pathway allegedly to accommodate construction equipment such as transit mixers, and aggregates.

The president of the Liga ng mga Barangay said deployment of heavy equipment and construction materials has resulted in soil subsidence. He said to date, practically half lane of the road has been closed and has  inconvenienced the public because of slow traffic movement.

He said traffic has been made worse because no one is manning traffic movement at the area.

In asking concerned personnel to appear in one session of the city council, Lawana said the subsidence has to be addressed “to avert a looming Gibraltar collapsed road in the making.”

Lawana is referring to the collapsed portion of Gibraltar Road, which was initially due to the construction of a condominium project by Suntrust. But the developer said the repeated collapse of the road and retaining was exacerbated by an alleged defective project of a contractor of the Department of Public Works and Highways-Baguio District Engineering Office.

After a series of meetings, Suntrust and DPWH-BCDEO has agreed to repair the drainage system to prevent water from seeping into the soil.
