Cordillera leg of Dagyaw 2019 set in Baguio City on Sept 10

The departments of Budget and Management and Interior and Local Government and the Presidential Communications Operations Office (PCOO) are all set for the Cordillera leg of “Dagyaw: Open government and participatory governance town hall meeting and regional workshop” national roadshow at the University of Baguio  gymnasium, Sept. 10.

Dagyaw  aims to provide a platform for citizens to clarify issues and raise local concerns through direct interfacing with senior government officials, as well as provide a venue to access a one-stop shop of frontline government services and national programs down to the regions. It also aims to gather stakeholders’ inputs for the creation of the Philippine Open Government Partnership (PH-OGP) National Action Plan 2019-2021.

Dagyaw is divided into two parts. The regional town hall meeting in the morning will be led by DBM Usec. Janet Abuel, DILG Asec. Roosque Calacat, and PCOO Asec. Ana Maria Paz Rafael.

Senior officials from the department of Environment and Natural Resources, Tourism, and Public Works and Highways will discuss their respective development programs for the region.

Around 800 participants composed of local chief executives of Baguio and Benguet, city and municipal councilors, local development planning and disaster disk deduction and management officers, barangay officials, representatives from the business sector, the academe, media and civil society organizations are invited to participate in the activity.

The afternoon activity will be the partnership workshop to discuss about the OGP and gather inputs for the drafting of the 5th PH-OGP National Action Plan (NAP).

OGP is a global effort   that seeks to create commitments from government and non-government stakeholders that promote transparency, empower citizens, fight corruption and harness new technologies to strengthen governance. The Philippines is one of the eight founding countries of the OGP.

In the 4th PH-OGP NAP, the country has 14 commitments for open government and participatory governance namely, civil society participation to improve local government service delivery; engage communities in the fight against corruption, criminality and illegal drugs; ease of doing business in terms of competitiveness; ease of doing business with the anti-red tape challenge; citizens participatory audit; 8888 Citizen’s Complaint Center;  government feedback mechanism; access to information legislation; electronic citizen participation through the national government portal; open budget index and budget reform bill; PH extractive industries transparency initiative; institutional mechanism for disaster response; shelter development for informal settlers families, and open local legislative process.

“Dagyaw” is a Hiligaynon term for bayanihan.
