Benguet police is finalist for best local unit in the country

LA TRINIDAD, Benguet – The provincial police command is one of the top three contenders for the best local police units in the country for 2018.

Members of the field evaluation and validation team for the Best Provincial Police Office (PPO) from the Philippine National Police general headquarters led by B/Gen. Sterling Raymund P. Blanco, were at the Camp Dangwa, La Trinidad on July 5 to assess and validate the Benguet PPO’s credentials.

Police Col. Lyndon A. Mencio, Benguet PPO director, said the office is elated to be one of the three finalists for the Best PPO nationwide.

“We are honored to be a contender in the national level. We already won as the best PPO in the regional level for 2018 and in 2017 and being a (finalist) in the national is an added honor for the office,” Mencio said.

Blanco said the national evaluation team declared Benguet PPO as one of the top three out of the 81 PPOs in the country that were evaluated for the prestigious award.

He said the job of the team he now heads is merely to validate the documents the Benguet PPO submitted to the PNP general headquarters and to conduct random interviews among the provincial police personnel and assess the office’s operational readiness.

Blanco said the other two finalists for the provincial police nationwide are the Tarlac and North Cotabato PPOs.

The Benguet PPO is the second police unit to be evaluated by the validation team next to the Tarlac PPO.

Blanco said his team will proceed to North Cotabato soon.

“Our validation is not based on the rank of the PPOs. We do it randomly. We validated the Tarlac PPO first because it is nearer (to the PNP headquarters),” he said.

The Benguet PPO has 792 personnel, composed of 55 police commissioned officers, 676 non-commissioned officers, and 61 non-uniformed personnel.

Mencio said the police to population ratio in Benguet, which has a population of 446,224 in 2015, is 1:610.

He said the Benguet PPO’s crime solution efficiency has gone up to 68.79 percent in 2018 from 66.20 percent in 2017.

On the war on illegal drugs, the Benguet PPO confiscated over P5 million worth of illegal drugs and arrested 46 individuals last year.

The Benguet PPO also arrested 53 top most wanted persons last year, 33 of whom are top most wanted at the municipal level and 20 are at the provincial level.

On the campaign against loose firearms, the Benguet PPO accounted 54 surrendered, recovered, and confiscated firearms and arrested 35 individuals.

Blanco said the Benguet PPO has best practices that will be considered in the evaluation for the best PPO award.

He said the best local police units nationwide – regional, provincial, city/municipal – and the individuals awardees will be recognized during the PNP service anniversary in August.

“The best police units and individual awardees will be honored at Camp Crame in Quezon City with no less than President Rodrigo Duterte, handing the awards,” Blanco said.

Benguet PPO has been conferred the “Best Provincial Police Office” award by Camp Crame for several times in the past years.
