Bocap aspirant in Mankayan jailed for mauling neighbor

A punong barangay aspirant in Mankayan, Benguet is in hot water, putting his ambition of becoming a public servant in peril.

Julieto C. Fagwan, 45, of Barangay Balili, Mankayan is facing charges for physical injuries and violation of Presidential Decree 1811 in relation to the Commission on Elections ban after he allegedly mauled his neighbor, Daniel S. Batoon, 28; and threatened Reynante N. Guyo, 28.

C/Insp. Orlando Bakisan, Mankayan Police Station chief, said Fagwan, last May 4, reacted violently after he was teased by the victims. One of them sustained minor injuries.

Residents immediately arrested Fagwan and turned him over to the Mankayan police along with the knife confiscated from him.

Bakisan said Fagwan is now detained at the Provincial Jail at Camp Dennis Molintas in Buguias.

The police chief said the Comelec-Mankayan has recommended withdrawal of Fagwan’s candidacy. The suspect, however, has no prior police records.  

Comelec Resolution 10246 provides the prohibited acts during the barangay and Sangguniang Kabataan elections,  which include carrying of firearms or other deadly weapons, use of security personnel or bodyguards by candidates, transfer of officers and employees in the civil service, organizing or maintaining reaction forces, strike forces, and suspension of any elective local government officer. 

Fagwan, who is a first-time candidate for a barangay position, is one of the three candidates for  punong barangay in Balili, which is a vote-rich barangay in Mankayan.

The DILG and the Comelec earlier emphasized the need for voters to choose barangay officials who are decent, excellent, and reliable.
