38 dog carcasses found at Shilan-Lamut Road

Authorities are still looking for the suspects who are responsible for the dumping of 38 dog carcasses found along the Shilan-Lamut Road in La Trinidad, Benguet on June 30.

Shilan Kagawad Jeffrey Maslag said the dog carcasses were found strewn all over the area, which is one of the communal forests of La Trinidad.

“One of the road laborers reported the incident to us, they were cleaning near the area when they smelled something pungent and when they traced where it is coming from, they saw the dog carcasses,” Maslag said.

Maslag said the butchered dogs’ insides were removed and their skins were burnt, suggesting that it was ready for market and consumption. He said the carcasses were starting to decompose, so it was already dumped days before it was found.

Authorities then retrieved and disposed the dog carcasses by burying them near the area.

La Trinidad Municipal Police Station Head C/Insp. Benson Macli-ing said the incident was due to their efforts in conducting random checkpoints in various areas in La Trinidad. 

“The suspects might have wanted to avoid the checkpoint in Shilan so they chose to dump the carcasses instead of being apprehended,” Macli-ing said.

He said there were previous apprehensions of motorists carrying butchered dogs but they were usually apprehended along the Longlong-Puguis Road.

He said the dog meat usually comes from the lowlands.

The Animal Welfare Act bans the consumption and distribution of dog meat, except in the conduct of cultural rituals with strict guidelines on how to go about it.

Macli-ing said they would strengthen their mobile patrol in the area.

Municipal Environment and Natural Resources Officer Arthur Pedro said they will study if they could install a CCTV and build a guardhouse along the stretch of Shilan-Lamut Road. 

He said the area is a common dumping site of different garbage such as vegetable trimmings, construction materials and chicken feathers, among others.

“The area is one of the communal forests of La Trinidad and just below is the source of water of the community,” Pedro said. 

Pedro said the indiscriminate act is a violation of the illegal dumping ordinance of the municipality.

“We are asking passersby or those indiscriminately dumping to please stop throwing your garbage here, this is the community’s source of water,” Maslag said, adding the area is a water source of the four sitios of Barangay Shilan.

“We are appealing to anyone who saw those who dumped the carcasses there to come forward and talk to us,” Macli-ing said.
