COHECO Corp cites benefits of 500–MW hydro power project

The proposed 500-megawatt pumped storage project in Kibungan, Benguet is capable of producing 1,032,000,000 kilowatts per hour a year with a maximum lifespan of 50 years.

The project, once completed, is a potential reliable back-up source of electricity during maintenance shutdown by major independent power producers such as Sual Coal Power Plant and Malampaya Biogas Power Plant.

Project proponent Coheco Badeo Corp. said that the Free Prior and Informed Consent (FPIC) will take place next week. Once completed, it will spur economic development not only to the host communities but also adds revenue to the concerned municipal and provincial government.

The project will infuse P29.6 billion in investment, according to Coheco Badeo Corp., It could also generate an estimate 400 to 600 jobs during construction phase and 40 to 60 personnel will be maintained during operation.

The company said the share of local governments will be released directly to the local treasuries within five days after the end of each quarter.

With regards the one percent government share on the gross income produced by the project proponent, the distribution of the same will be 60 percent for the national government and 40 percent to the LGUs with the provincial government getting 20 percent, the municipal government 45 percent, and the barangay getting 35 percent.

On the other hand, the 40 percent shares of the province, municipality, and barangay from the one percent share of the total government share will be used to subsidize electric consumption of the host community whose monthly electric consumption does not exceed 100 kWh.

It will also finance the LGU and livelihood projects upon appropriation by their respective legislative branch.

Memorandum of agreements covering all terms and conditions affecting the company, benefits to the indigenous peoples together with the National Commission on Indigenous Peoples, LGUs, and affected landowners will also be prepared.

During the construction stage of the project, the company will be tasked to fund the construction of roads and bridges leading to the project sites. And during  operational stage barangay roads, foot paths, footbridges, irrigation and potable water system, improvement of school sites and daycare centers, construction of hospital and health stations, establishment of communication and information center, including sports center may be constructed or established, as part of the company’s corporate social responsibility.

Coheco Badeo likewise presented that potential benefits for LGUs include service vehicles, scholarship programs, and support to livelihood training aimed at helping local entrepreneurs.

Earlier, the NCIP-Cordillera ordered the project proponent to conduct the first community consultative assembly as part of FPIC in seven affected barangays of Kibungan. 

The FPIC activities are scheduled the whole of June up to July 3 to include Barangay Lubo.
