I-Apayaos bag model family & Exemplary Children awards

MODEL FAMILY -- For having outstanding examples of positive Filipino values, the Tactac family of Sta. Marcela, Apayao emerged as this year’s champion in the regional search for Huwarang Pamilya while 13-year-old Christian Kyle Balinan (inset), also of the same town, was awarded the Exemplary Child plum. Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries in Apayao emerged as grand winners anew in the Department of Social Welfare and Development-Cordillera’s Search for Huwarang Pamilya and Exemplary Children.

The family of Rosalie Tactac of Sta. Marcela, Apayao bested other families in the Huwarang Pamilya category.

The family lives and struggles from poverty but religiously manages to get by with hard work and cooperation.

Rosalie is a barangay health worker, an active member of the community, and is known as “Inang ng Bayan” because of her active involvement in community activities.

Her husband Oscarlito is a farmer and a former barangay kagawad. The couple has five children.

The family manages a small plantation of banana, cassava, and vegetables as their source of livelihood.

The Tactac family is guided by their own definition of family as forgiveness, acceptance, mediator, industrious, love, and Yahweh.

“We are thankful for the 4Ps. Because of the monthly family development sessions, we became active members of the community,” said Oscarlito.

Meanwhile, Christian Kyle Balinan also of Sta. Marcela was named the 2019 Pantawid Exemplary Child. Thirteen-year-old Christian, a grade 8 consistent honor student of Sta. Marcela National High School, aspires to become a successful agricultural engineer someday.

He serves as a good model to the youth as testified by his teachers and neighbors. He helps his family in maintaining a small farm and raising ducks.

Christian also maintains a 100 percent attendance in school, which is one of the criteria for the search aside from being an active student in school, at home, and in the community.

He said that the program helped his family, especially in meeting their needs in school.

Before the regional search, the DSWD’s provincial and municipal operations offices selected the household and children beneficiaries who represented the different provinces during the provincial searches where field validation and home visits were conducted.

The DSWD invited judges from the regional and civil society organizations partners of the agency. 

Now on its seventh year, the search for Huwarang Pamilya and Exemplary Children is conducted to showcase the success stories of family and children beneficiaries who maintain strong family ties and demonstrate positive Filipino values in the household, school, and have a positive impact in the community where they reside.

“The winning families and children will help in the advocacy efforts of the program including promoting the value of health and education in poverty alleviation and fighting against gender-based discrimination and gender-based violence in the families and communities,” DSWD-Cordillera OIC Director Leo Quintilla said.

The Tactac and Balinan families will represent the region in the national Huwarang Pamilya and Exemplary Children search slated in November.
